Mercury 25EL cooling issue

1999 2 stroke. No tell tale , lower leg lines clear, new impeller kit correctly installed. When on muffs and running water comes out from under power head. Removed powerhead and see no signs of gasket failure. Thermostat working fine. Very little carbon build up. When I first removed prop there were chunks of carbon behind hub exhaust. Anyone ever have this issue? Freshwater used only. Thanks in advance.

When there's water leaks on the pan means the gasket cuold be deformed, compressed, burnt, both mating surfaces were not cleaned well when the new gasket was installed. Lower crankcase gasket must be hand torqued tight with a wrench and re torqued back soon after some run hours.

Some gaskets have self adhesive sealer at both sides, others need to be installed with a sealer that holds heat. Besides water on pan, exhaust fumes could exit and motor will miss when working with the cowl on during high rpm operation.
