Mercury 20 HP electric trim question

I am missing something. My motor is new and just now got a first hour of break in last week.
I noted however in order to trim the motor up I must shift to the neutral position and then and only then can I raise the motor.
I can move it down while moving, just not up. It's as if the trim feature is partially disabled when moving?
And I assume that if I strike something by accident this new 4 stroke motor can kick up?
Did I miss something in the manual or what?

Do you have a tilt only system. Trim is different than tilt. Tilt does not have enough power to move the motor up while it is in gear. The motor will go down in gear because the propeller is pushing it down the tilt is not doing any of the work. The motor should kick up if you hit anything that is desirable.

Not a clue, but it's moved by electric motor, I can tell you that.
It does state it's a power tilt however

If all you have is tilt it's not going move the motor while it is running.
