Mercury 2 Stroke 50hp Won't Idle

It takes a while to get the engine going but will only run at a fast idle. I have replaced the fuel line because it seems like it's sucking in air. As soon as I bring the idle down, the engine dies. I sprayed carb cleaner in it and it didn't seem to help.
The last time I ran the engine was a couple summers ago and it ran fine. Now I am trying to get it running again and it seems like it should be a simple fix. Does anyone have any ideas I should try?

For everyone who might have this problem, I thought I would share the solution to the problem. The carbs were loaded with water and the fuel filter was half full of water. We are going to replace the gaskets, clean out the carbs, drain the fuel filter and replace it, and also put in an inline water seperater. I knew it had to be a simple problem, and I guess this it what comes of letting someone else use your equipment. If anyone has questions feel free to post one.

just wanted to say thanks and I wish more people would take the time to post their findings when they fix their problem! Makes this forum alot more helpful. ;)
