Mercury 2 stroke 15hp 1993

Guys, Ive been using this site for two years and usually i can get the info i need from others questions. but today im stumped. I bought this motor and it ran but not well! So i bought a carb kit and replaced the jets aswell. the kit came with several different gaskets. I assume that some of them are for the mercury 9.9. I need help identifing the correct ones to install in my 15 hp merc. Also how do i set the idle in conjuction with the butterfly valve??? (the spring loaded air intake flap?) The float is set! the pump seems to be working i installed what gaskets i felt were the right ones. it will idle but rough and will not go into gear without stalling. Ive tried to adjust what i could but it seems to be running too rich? Also oil/gas mixture is correct with fresh gas. Please help thanks guy the weather down here is starting to be nice again and i want to go and catch some fish!!!!

The spring loaded intake flap is the choke. If this is "closed" (blocking the carb) you will have trouble running the engine. It is for starting only. The throttle butterfly is in the back side of the carb.

Ok thanks for the terminology, the choke is a pull out choke with a spring depressor fuel injector plunger it gives a shot of fuel into the motor. thats all working fine. Any ideas on everything else? I know i didnt get the names of the objects correct but i do know thier design purpose. thanks for te reply i appriciate it!
