I was recently given an older 1983 Mercury 3.5HP 2 stroke (based on Serial #). Even though the engine had sat behind a garage for over 5 years without being started it ran within 20 pulls, and has no issues running hours on end. The issue is when I open the fuel shutoff vale on the fuel line, or turn the motor off with the valve open there is a nipple, and a what appears to be an air intake (white plastic) which leak.
Doing some reading, and talking to mechanics the opinion was there most likely is an issue with the carb float being gummed up and not stopping the flow when the carb is full. I've pulled the carb off, and and took off the float pan and cleaned it all up. The float has no issues moving, and the pin it pushes moves (I didn't get much further than that taking apart the carb as I'm a computer guy). I had a mechanic guy look at it today and he though there might be a line missing between the nipple and air intake, but I suspect he might be mistaken as the nipple doesn't have a large end to help keep a tube on it (like the fuel line and intake). Here is a picture:

The leaking nipple is right beneath the fuel line, and the the right of the choke lever on the left side. The air intake (probably wrong word for it) is the white plastic piece on the right side of the carb. Is there suppose to be a line connecting them (the '83 3.5HP carb schematic didn't have one), or does someone else have a different recommendation as to what the issue with the carb is.
