Mercury 18 XD Water Pump Question

Question about water pump circuit. This Boat & Motor were recently purchased. Prevoius Owner says all is OK, but when I hook up muffs and hose, motor not running, I do not get water out the "Tell Tale" tube. Breif start of engine, still no water.
I can blow down thru tube and no restrictions, I can push water down thru tube and it exits at intake screens.
I suspected bad impeller, so I pulled the lower housing acording to manual.
The water tube was now exposed so I again blew thru tube down, and air came out water tube... here were someones experience will help me out - I block bottom of water tube and blow down thru Tell Tale tube and there is air escaping at a higher point, IS THIS NORMAL? (should the water cooling circuit be sealed at this point with this check?)
I hooked up water to push up (simulated impeller pushing water) and I do get water out of tube, initial indication that water pump is not pumping.
During this same test, with lower unit off and water being pushed up water tube and out "tell tale" - I am also getting water out of the rear most channel of the drive shaft housing, (not in exhast channel but in furthest channek to the rear) - IS THIS NORMAL?
I have confirmed impeller vanes are intact and key in place.
I am new to boats and marine engines, but am very familiar with auto & motorcycle engines.
I am afraid to run engine not knowing if the water pump is circulating and/or the cooling circuit is not damaged.
