Mercury 150 charging at 16V

at 3500 RPM the dial shows as if the power is (charging)at 15, 16Volts. What causes this?

Notoriously innacurate marine dash voltmeters, or a defective voltage regulator. Could also be loose or corroded battery connections. Confirm the voltage readings at the battery with a reliable meter. You can get a cheap multimeter at most places that sell sparkplugs and oil filters for around $10

Sure you have a regulator on that motor or is it just a rectifier? Many Mercs don't have a regulator.
