Mercury 115 type B tilt and trim

On my 87 Mercury 115, I have the type "B" tilt trim. Two trim rams, with the single tilt ram between them. Looking at the Seloc manual, under checking the fluid, they note that this unit is under presser unless it is in the full up position. I moved the unit to the full up position as indicated and checked the fluid, which is low. I'm assuming the unit should be checked in the full up position, not lowered to the down position after the cap is removed. I'm assuming that because there were no notes to indicate lowering the motor prior to checking the fluid level. According to the manual, fluid should be visible, which it is not. The only reason I question this, is because with the motor up, all of the fluid should be in the rams, not the reservoir. I guess maybe they are double acting, in which case checking the reservoir in the up position would make more sense. Any advise would be greatly appreciated, I'd have to over fill it by accident!
