Mercury 115 (6 CYL.) 8067340 Will not run (((TIMING ???)))

Hey guys how is every one doing ?
so i just got a 115 mercury outboard 115 (6 CYL.) 8067340 1986
I have made it turn on by pushing the advance toward the rear of the engine.
but the RPM stay around 1500-2000 once I try reducing RPM the engine turns off.
* I have spark in all cylinders ( using a spark tester )
* next I am going to perform a compression test
* clean carburetors or rebuild depends on what I see
* also check air/fuel mixture screw
So if you guys have any input I would greatly appreciate it.

Do the basics;
Fresh fuel
Compression
Double check spark
Carbs cleaned

I've been cheating and using an ultrasonic cleaner for the carbs. Best money I've spent
