This is a pull start motor with spark and new points adjusted to .02 is very hard to get running. My question is, when I did a compression check it came out 60 psi both cylinders. Is this acceptable for a pull start reading? Also it is very hard to pull. I replace the rewind spring. The motor has been setting I poured some quicksilver synthetic oil in the cylinder and let set for a week and its still hard to turn over. It starts only after i flood the carb with the choke or squeeze the bulb hard enough to flood the carb. It runs then cuts off after 10 seconds. It turns very easy without the plugs, hard with the plugs in. I am comparing to other videos of people pull starting this motor. Can anyone help with this?

with only 60 psi on the motor, its in need of a rebuild.

I beleive 120 is closer to normal for the motor.

however you have crud in your carb passages that will not allow it to run. pull the carb off (2 nuts, 1 bolt holding fuel connector, 1 bolt holding choke cable) then pull carb bowl off, and use both carb cleaner and compressed air to clean out the passages. each passage goes somewhere, if you are not able to spray carb cleaner in a passage and have it come out somewhere, that is the one that is plugged.

could be stuck rings. pour some oil down the cylinders and let soak for a bit while you have the carb off being cleaned. then get the motor running.
