Mercruiser Tilt Question

I am currently working on getting a Grady back in running order. Ive got the engine straightened out, now its time for the electrical and hydraulics. My tilt works in the down position at the switch, but does nothing in the up position. When I run a jumper from the batt ground directly to the solenoid the motor engages and the outdrive raises. What would be my best course of action as far as diagnosing the problem? Also I can raise and lower the outdrive by hand, could this be due to air in the system or lack of fluid, or are the cylinders shot? Sorry for the noob questions guys I'm new to the boat game, and could really use the input.

It would sure help if you posted what engine make, model, year, and serial number you have also the type outdrive.

Its a 79 Merc 470, 190hp. The out drive is a pre alpha merc. I couldn't find any numbers on it, not sure if they've been painted over or what. I believe it's all original to the boat.
