Mercruiser Stern Drive Trim Problems

Hello,
I recently purchased a 24' boat with twin GM 120hp 4 cylinder blocks. I am having problems with trimming both stern drives up and down. The trim cylinder motors have been rebuilt and seem to be in like-new condition. Actually, when you push the trim button (either up or down) you can hear it spinning (working)- it just isn't grabbing the sterndrive to raise or lower it. Does anyone have any ideas as to what the problem might be?

What year?.....
Have you verified that there is fluid in the pumps?.....:confused:

I'm going to answer, "yes", there is fluid in the pumps(but I will double check). The engines will trim and tilt but not on command or all the way up/down. It is pretty inresponsive. I'm not sure about the drives.

they are both mercruiser outdrives. nothing special like bravo or alpha. (sorry, that's the best answer I can give) any ideas as to what the problem is?
