Mercruiser Power steering pulley

I have a 2000 Mercruiser Alpha One 3.0L I4 I/O. The power steering is not working correctly. When I look at the engine and power steering pump, with the engine running, I see that the belt is not moving. Obviously the power steering pump cannot do anything. When I shut the engine off, the belt moves freely and the pulley on the engine and power steering pump rotate. Is there some kind of clutch on the engine mounted pulley?

Any help would be appreciated.

I'm 99% sure there is no clutch. Sound to me like you've got an issue with the "harmonic balancer". (That is a rubber damper between the pulley and crankshaft.) If it were mine I would take the pulleys off of the engine and see whats up.

If the belt is not moving the engine water pump is not turning either.

Sounds like the key on the crank is sheared so the crank is spinning but none of the pulleys... I would remove the harmonic balancer and check the key...Don't run the motor untill you find the problem....you will overheat it....

Thanks for the responses. The interior belt had come off and was covered in oil of some kind. Now I am off to replace that interior belt ( connecting the engine pulley, water pump, and alternator). I will look it up but it looks like I may have to deal with a motor mount.
