Is there a drain hole for the cavity surrounding the shift shaft? It looks a if the previous owner may have filled and painted it over. After separating the unit from the upper housing while changing out the water pump I noticed that the area around the shift shaft boss was filled with water grit and old lube. I can see a dimple on the exterior of the unit that is about the same depth as the cavity . Is there supposed to be a drain here?

There should be a weep hole. The one on the drive in the pic is circled.

Po' Boy's pic is right on.....
I would be concerned with lube in the place you described.....
I would drain the drive & pressure test it...
That will tell you if all is well......;)
