mercruiser making a whining noise at lower unit

I have a 1989 120 merc cruser, alpha 1, it just started making a whining noise at the lower unit, checked the gear lube and some water came out, along with oil, filled it back up and still, making the noise, someone told me I need a new seal where the prop goes into the shaft is this correct?

You need a new seal somewhere, but it will need to be pressure tested to determine that.....

Probably need a complete rebuild though if it is already noisy. Probably cheaper to replace with an SEI drive(right here from iboats) than to pay the labor on the old one....
