mercruiser bulletin 2002-1 interuptor plate replace

I have no spark, on Larson citation 17" with mercruiser 140 HP, 3.0 liter, old fashioned shift interupt switch. acting like the shorted wire from coil - post, thru interupt switch to ground continuously. no opening to allow spark. I hear there is a bulletin 2002-1 to replace old style with new. is this what I need to do to get spark?

Don't have the bulletin but if you remove the switch does it open or stay closed?

If it won't open, replace the switch, if it does open adjust it

you can't buy a switch, discontinued. you have to buy the new plate with the new shaped switch on it. It's all new shapes but fits on the cables and motor. I've tested it in the electrical set up. solid closed or shorted to ground. no clicking sound, I am twice as poor as I was before Joe Biden so I need to know before I buy an expensive switch. thanks for the idea of disconnecting the wires so that I can isolate it from the electrical system.
