MerCruiser 3.0 Running Hot and Running On

Hello, I have a 2006, MerCruiser 3.0 that is running about 180 degrees F continuous. The motor also continues to diesel, or continues to want to run after I turn the ignition off. Additionally, after it does finally shutoff, I have to push the throttle up about half way to get the motor to start again. I have tried:
1. Carb Rebuild
2. Replaced the old thermostat with a new 160 degree F thermostat
3. Replaced the gas in the tank with fresh fuel
4. Replaced the water impeller in the outdrive.
5. Installed a Fuel/Water seperator
6. I've tried to let the boat idle after running it, but still get the run-on

Any help or ideas would be greatly appreciated.

What is your idle rpm? Do you let it idle a minute or two before shutting it off?
Are you in fresh or salt water?

I can get the idle set down to around 700 rpm. I am in salt water. The engine still wants to run on even if I allow it to cool at idle for several minutes.
