Mercruiser 2bbl TKS idle issue - 4.3L

I have a 2006 4.3L Mercruiser 2bbl carb with the Turn Key Start sitting in a 19 foot Tahoe Q4. J1223 CA emission model.

My issue is that the boat wont idle any longer. The only way I can keep it idleing is if I crank idle adj screw several turns in. To start I need to give it a pump or too first. The boat runs ok under power but will sometimes stumble if I ease into the throttle. If I go hard on the throttle it usually is fine. The accelerator pump is working - I see fuel dump in.

I am fairly savvy with carbs- I have a fair amount of experience with motorcycle carbs but I am new to the TKS system. Does this take the place of the pilot/idle jets I am used to?

Takes the place of the choke system.
