Mercruiser 195 hp starter??

I am a boating novice.<br />Went to the marina yesterday to ride our bowrider (1994 19 ft Caravelle) for the first time this year. It was working fine last year when we put it in storage with winterizing ( I assume the marina winterized it). Yesterday it would not start. Engine would barely turn over with the old battery and the positive cable to starter overheated (began smoking). Put in a new battery and the engine would still just barely turn over. The manager said it sounded like the starter was "binding". He said I probably need a new starter. The marina claims to have "summerized" the boat two weeks ago which includes starting the boat. I doubt this (especially since the boat cover was still on when they brought it out from storage). Does this sound reasonable? Your thoughts are appreciated. Do I need to find a new marina? If you think you are being riped off,well..... I wouldnt stay any where I thought I was treated bad. They should at least sent there mech over to look at it. If part of there deal "summerized"is to get it started for the first time so tell them to start it. When you gave it to them to put it away for the winter it ran right? Then it should when they give it back to you. Thats just one reason I trailer,I understand some cant. A quick story; My brother had his marina winterise his boat. They started it and only went about 10 feet out of the slip when the outdrive blew apart. They called him with the news. They asked if he would be willing to split the cost of the parts and they would supply the labor? You bet your life he took it. Just think one more trip and it would be on him. <br />P.S. tap on the starter hit a hammer, it may free it up.

1) find a new marina, you're being robbed blind....<br />2)remove, clean, replace, tighten,ALL ele. contections on the starter,INCLUDING the ground..<br />3) if that doesn't work, install a new starter....

Here's the follow-up:<br />the marina got the boat started by just priming the carberator. The boat is now working fine. No new starter. Basically, I think they just summerized the boat finally. It works. No extra charges. Hopefully, the boat will do fine this summer. <br />I will keep the boat there for now for convenience. <br />Thanks for your thoughts<br />dfb
