Mercruiser 170 Wont turn by hand

Ok before i get into this, I dont know for sure if the motor is lock up. I had starting issues and fixed it with a solenoid. I drained the oil which was full of oil and fuel mixture, which I was told was when the float was stuck on the carb causing it to flood. So they rebuild it. I try to turn the drive pulley by hand with the plugs in the block. The drive pulley does not budge at all. I could budge the drive pulley on my 470 block get it to rock a little. is it possible that I need to pull the plugs to check it. I am kinda freaking out, because if the motors locked does that mean buy a new complete motor or can this one be rebuild. I just dont wanna try firing it up with the starter if I am gonna tear something up. I know there are a number of things that could go wrong with it. any help will be greatly appriciated.

I'm not really understanding, you had starting issues, and fixed it but the engine won't turn over. Seems like the the issue is not fixed yet. What's the situation with the starter?

It's also possible outdrive could be locked up not the engine.

When you say "by Hand" are you using a breaker bar or 1/2" drive ratchet and a socket in the front pulley bolt to turn it, or are you actually doing it by hand?

remove all plugs.put into forward via the shifter and try rotating the prop instead.this should turn crankshaft in one direction and click, as if ratcheting in the other direction.report results.
