Mercruiser 140 front mount looks odd.

1978 Merc 140, serial number 3773776
While doing a re and re on the mounts, noticed this. Previous work had a smaller spacer at the top end of the front motor mounter. This resulted in the fiber washer being jammed down into the mount housing, and the metal washer pressed hard against the mount. I would think the dampening properties of the rubber mount would have been negated. So I got the proper spacer (see pics) but now the metal washer seems to sit really high. Is this correct?

Attached is an exploded view of the 140 mount and some pictures of my 1974 140. It is tough to see, but the soft washer does sit up above the mount. Boat is in storage, so no new, better pictures.
