Merc lower unit small black hose, what is this?

I have attached a close up picture of our 40 hp 1981 mercury lower unit. Short shaft.
Runs well and pisses water great.
But I was curious what the small black hose (about 3/16" OD) was that is coming out of lower unit it looks like it should've been connected to something .

That is a hose for the speedometer and is usually connected to another hose running forward to the instrument panel.
