Merc 4 stroke 115 fuel delivery problem

I am working on a 2003 4 stroke for a buddy that has been sitting in a yard for 2 years. I have cleaned out the tank, replaced the pick up tube, water separator, filter element just before the mechanical fuel pump, and all the hoses from the tank to the fuel rail. I had her running at idle for a good bit and everything seemed normal, tried to run up the rpm and it just died. Did this several times with same results. The last time I attempted to start it fuel shot out of a small hose through the front bottom of the motor cowling. Is the fuel pressure regulator stuck or otherwise shot; or a problem somewhere else perhaps something in the VST?
