Merc 4.0 throttle tensioner

I have an older merc 4.0 that had a wheel under the throttle arm to tighten up on the throttle so it would not move. The plastic sleeve is broke. Does anyone have an idea where I could get another one? I have included a photo of it.

It is # 7 the friction piece.
