merc 25 bogging down when warm

Hi all! Last week on a fishing trip, i noticed something strange with my boat. I have a 14.5 ft northwood 1467 with a 1999 merc 25 hp 2 stroke. with 3 people in the boat and all our gear, the boat takes off good cold, planes out as it should and buzzes across the lake, for a half mile or so and then it starts to slow down. if i bring it back to idle, then take off again, it will not plane at all. feels like someone knocked off 10 hp. Trying a little on lake diagnostics, i checked the fuel tank vent, ok. fuel filter, ok. compression good. Heres the kicker, if i take the engine cover off when its acting up, problem solved:confused: it goes as it should again. I have tried to check for any internal exhaust leaks inside the engine to no avail. it even seems to have more power than ever with the cover off. This problem isnt so apparent with less weight in the boat. I can't seem to find any fresh air holes for the carb, should there be any? i'm kinda stumped

Could any of the engines wiring be rubbing on the cowling and either shorting out or maybe making an intermittent connection when the cowl is on? Maybe try wiggling the wiring next time it happens. Also check to see if any hoses are being pinched by the cowl.
