Merc 20 HP Carburetor

Putting a carb back together and need help identifying a part. Is item #44 a washer or O ring or what? There was nothing there when I took it apart.

Looks like the idle tube gasket. Not an o-ring, but a small flat fiber washer style gasket.

There is a small copper looking washer in the kit that I am thinking may be it. Just thought someone here would know exactly what it is.
