Merc 170 slow turnover

my 170 4cyl merc turns over real slow, regardless of battery charge. It also has been timed to factory specs. Any insight?

(1) Have battery load tested.
(2) Clean and tighten all electrical connections.
(3) Have starter load tested.

Those old 470 starters have a rather long armature shaft that can sometimes bend or break and then the windings will rub against the field coils and result in very slow turning. I replaced mine with a permanent magnet gear reduction starter that works much better and is about 1/3 smaller and a lot less expensive. Part # 2-2591-DR-2
