Merc 140 pre-alpha lower unit gear issue

I just replaced the water pump, and now I can not get the lower unit back on. I get it to about a 1 inch gap and no closer. I have the control, the selector in the unit, and the brass at the bottom of the upper all in forward. I do notice that I can not turn the drive shaft at all and the prop shaft when turned ccw locks completely. Is this normal? I have taken it out of forward to try to turn the drive shaft and it still will not turn in either direction. The prop shaft will turn freely in neutral, but not the drive shaft. Please help....I am rapidly running out of patience.

I had to grab my prop shaft with a pair of channel locks to spin it whilst mating the housing together. I used a piece of rubber so I didn't ***** that shaft up with the pliers.
