merc 115 no power

i have a 115 merc the motor starts and idles fine but when i put it in gear it only goes to 2000 rpm and the seems to miss or the choke is stuck open starts popping and spurpering it seems like it wants to go it just dont.has anyone had this problem and know a fix. i drained the gas/oil and put new stuff in also changed the plugs and cleaned out the fuel filter and still no change any input that you may think that would fix it please let me know thank you

Check your fuel system, ie fuel pump, carbs, etc. Short of that maybe a link and sync is inorder.
