Merc 115 EFI 2002 outboard wont go above 1200 RPM

Our 2002 Mercury port engine outboard, EFI, starts ok but we cant get it above 1200-1400 RPM. We can get it to rev up to 4000 RPM's but promptly drops back to 1200. No problem with the similar starboard engine. Have tried new fuel, new fuel filters, changed the plugs, and installed a new fuel pump. Nothing has worked so far. Trying to narrow the problem down. Any ideas?

Try unplugging the RPM limiter module for a test. Wires to it are Purple, Brown, and two Black with yellow stripe. I don't know where it is located on the engine but the wire colors will direct you to it.

Before you buy a new one, if it looks like the problem, swap modules with your good engine and see if the problem follows it.
