Are you referring to shifting into forward and reverse gear to make the boat go forward and back.

Five things can be responsible for this. 1, the lower unit has been fitted to the exhaust housing with the shift rod spline misaligned relative to the position of the shift slider on the side of the motor and the cable length incorrectly set to compensate. 2, the cable is maladjusted which can place the lower shift adjustment too close to forward position not allowing enough stroke to put the lower into reverse. 3, Damaged shift dog or shift mechanism in the lower unit. 4, damage to the cable. 5, damage to the remote control. You might also want to check the securing latch that secures the two cables in the motor.
