MC1 Trim Pump -- What's the screw just above the fill hole

Just above and behind the fill hole (large flat headed screw) is another screw. On mine it is not tightened down all the way.

Is this a vent screw in to the reservoir? Should it be down snug? Or is it supposed to be up? If so how far up and what is it's purpose. I found it pictured in the manual but not described.

It is the vent screw, and should be loose by 2 turns.
