maximum spark advance

my 1985 evinrude 140 hp needed the timer base<br />replaced . after installing new base ,it seems'<br />like spark advance is set incorrectly. the motor seems to run fine thru full throttle range in neutral,however , under load in gear it will not<br />run full throttle and bogs throughout throttle range. any suggestions on maximum spark advance setting. i do not have test wheel to run proper <br />timing checks
