Max of 3200 rpm at wot with Sierra 18-5514 Conversion Kit

My Mercruiser I/O 5.0L (GM305) died one day on the water and had to get towed in. Mechanic says ignition module was dead and recommended I install an EST conversion kit so I did but now engine only produces 3200 rpm at wot, down from normal minimum 4500. He told be to put a less pitch prop on so I bought a 15 pitch prop and switched out my 19 pitch. No change to rpm, 3200 max. Could it be anything else besides a bad est kit? It runs great otherwise.

Need another Mechanic because this guy doesn't know what he's talking about

Need to time the EST Dizzy different then just point and shoot

Need a timing shunt and it gets connected to 12V
Jump the 2 white wires together, then set timing

Below is for a 4 cylinder 3.0, procedure is the same but need to set timing at 8 degrees
