Mariner Trolling Motor

I was recently given a mariner 648R trolling motor. I can tell it's missing the foot pedal but my question is there is 3 wire sticking out by the power wires that have been cut. What are those for? Also there is what looks like where 2 wires should go by the housing where the wires go in at. Any ideas?
