mariner tilt/trim issue

Hi new to this forum from va. A few weeks ago i got a 60hp mariner, serial 0g185851, 1995. I got it free took it home its on motor stand by back of my boat. Hooked it up and it fired right up but not pumping water out of tell tale. I got impeller kit but problem is power tilt/trim wont work. I realeased maual release screw and i can only lift motor about a third of the way up. It stops about where it wod ussually start going up faster if motor worked. Also when it is liftred about a third up and i tighten the realese screw it wont hold motor up it goes back down. Any ideas on getting it tilted up enough to do impeller and get to trim motor?
