Regarding a 1981 Mariner 9.9 engine, I ran the engine on dry land while having water running thru the flush port (via a garden hose attachment) on the lower unit. I was informed that this is a no no and that there is a possibility that I may have blown the water pump in the lower unit by doing this. Is this true and if so, how would I be able to tell if the water pump is blown before I put the boat in the water?

With no water at all, this is what will happend in just a few seconds:
http://www.brokeboats.com/drypump.html

You can test it now if you fill a trash can or similar with water. The water level must be above the waterpump. That is important.

/Bear
