Mariner 9.9 2 stroke choke issue 1994?

I just started this motor for the first time this season. It ran ok last season. It was very hard starting at first, but finally started. The motor will idle and run with the choke pulled out, but after pushing the choke back in it wiil eventually die (15 to 20 seconds). This will happen at idle or at different throttle settings. It happens both when the motor is cold, and after it warms up. I tried to adjust the fuel air screw, with no success. A friend suggested a possible vacuum leak, but I do not see any vacuum hoses on the carb. My question is. Could this be just a dirty carb, or do I need to find someone to rebuild the carb. Or is something else the possible culprit. Thanks.

The carb has varnished up over winter because it had fuel left in it the only proper way to fix it is to remove it and clean it.
