mariner 60hp 3 cylinder 2 stroke

i purchased a mariner 60hp a few weeks back . i have done full gasket kit on twin carbs / on fuel pump and changed the fuel filter and renewed water pump the compression on all 3 cylinders are 125 psi and i have good spark .when i put the starter motor back on i went to start it by a jump start i have a fault on my controller cable so i disconnected it until i sorted all the problem , what is happening is the starter is going very slow it hardly turns it over . the battery is fully charged all connections are are clean i used wet and dry paper on them . the starter is smoking and the starter is hot to touch . is it the solenoid or do i need a new starter ? all help would be appreciated :)

Either starter brushes or bad ground to starter...

i opened the starter and stretched the springs so the carbon brushes would last a little longer . when i have the starter of the engine it spins as it should . The earth is fine rubbed it down so it had a good contact

when i take the spark plugs out it turns the engine over fine i put the plugs back in it turns slow because of the compression of the cylinders so it looks like the starter ? any thoughts before i buy one just in case it could be something else .

Starter is bad.. needs new brushes or armature has throw solder and not making connections

i got a new starter and it runs fine the only problem i cant get the engine to fire up .compression good so is spark and fuel is fresh i am doing the choke by hand , i have to jump it the controller has a fault any ideas so i unplugged it
