mariner 30hp long shaft. cant figure year out. 689 L 304-271 serial number

ok so i saw a scrapper with two outboards in the back of his trailer. i found a mariner outboard long shaft 30hp tiller steer. after seeing that it has compression and it goes into gear i offered to buy the motor from him. (very cheap)

model number

689 L 304-271
on the case it just says 30hp. i have looked around online and cant seem to find the L serial code. it needs a linkage for the choke and id like to order some parts for it

any help is most appreciated.
