Manual choke pull is attached by a wire/cable to a plastic bar that spans between the two carbs, when you pull upwards it simultaneously closes the choke valves on both carbs. The electric choke is a metal cylinder which is withdrawn/pulled upwards electromagnetically right into the solenoid's chamber, and that cylinder is attached to the same plastic bar with a thin plastic arm.
(That thin plastic arm from the electric choke cylinder to the plastic bar is extremely wimpy and likes to break, check on that)
If manual choke works, but your electric choke is not opening (not even "clicking"), and you are sure power is getting to it, then my guess is that either the solenoid has gone bad, or there is some gunk inside the solenoid chamber preventing the cylinder from smoothly withdrawing inside. Or perhaps that thin plastic arm I mentioned has broken, and the cylinder has fallen out of the solenoid.
If the solenoid/electric choke mechanism has gone bad, that would not prevent your motor from starting per se...it would make it more difficult to start cold of course just as if if you had no choke (control).
