making a kicker bracket

well i am about to do some trade work (hopefully) for a 2000 4 stroke 15 hp honda ob, only problem is
my kicker bracket is rated 2 stroke up to 20 hp and 4 stroke up to 5 and up to 117 pounds,and i dont
have the 400$ or so to shell out for a new one.

so my question is how easy would it be just to make a kicker bracket for this (a stationary one).
my roomate has a welder and i have about all the other tools i need to do anything .
could i just take sheet metal and make a small box out of it?

another thing i was thinking is getting 2 heavy duty l brackets for like 10x12 beams and just welding them together in
kinda a u shape and then a piece of rebar going accross and welded on both sides for support (doesnt have to be pretty either)
