M40C No Reverse Lock

I recently purchased a boat with an older Tohatsu M40C that has no reverse lock. I have looked at parts diagrams online, and as far as I can tell, there are about 20 pieces/parts that make up the assembly. None of these exist on my motor. I would rather not get into fixing myself, any ideas on where I might find help?

Parts and service are available from any Nissan or Tohatsu dealer.

I've tried a couple places in my area (SW PA) but it seems as though they can't or don't want to deal with this issue. I am a noob to boating, not sure where to turn. Anyone know a good dealer in PA/OH/WV area that might be able to help?

I found a place that is less than 20 mi. away. Could you tell me how old this motor is?
