Lower unit upper oil seals leaking

Hi - I have a 1990 225-HP Yamaha OB and this fall when I drained the lower-unit oil about ? cup of clean looking water came out first. After reading around on the internet I decided to try to find the leak by applying compressed air at about 10 psi through the drain hole. When I did this, I could hear air hissing out from underneath the water pump. I removed the water pump and can see the air bubbling past the oils seals that surround the driveshaft.

How difficult is it to replace these seals? The SELOC manual says to remove the 4 bolts securing the oil seal housing and to gently pry it up using two screw drivers. Is this housing likely to budge on a 22-year-old motor? If I can get it off, can I just tap the old seals out using a hammer and punch from the bottom? Any tips or comments? I ordered the two seals and the O-ring...
