Lower unit shift rod stiff

i need to do that - i gotta fabricate something for this. This is my spare lower unit.

I turn my compressor WAY down and use a nozzle and shoot a bit of air into a fill hole.
Spray dawn mixed 50/50 with water on all the seams.

OK - so i pressure tested it today - put 10-12 lbs of pressure in it and it didn't budge for 20 minutes... also did the soap test around the upper plate, shift seal, vent and fill, drain, etc.
