You did not specifey if the motor is remote controlled or tiller model. If its a remote model you need to make sure the shift cable is properly adjusted,(the adjustment is made at the shift lever at the motor). If it is a tiller model there is a saftey device located at the shifter inside the cowling, it maybe stuck. You may also have gearcase problems, but check these other areas first outboardboy
