Lower unit oil change

Changing the lower unit oil on my Mercruiser and I know the procedure for taking the vent plug/drain plug out to create a vacuum so that the oil doesn't gush out the drain plug when you're done. I am not getting that vacuum though. My unit says it takes 32 oz of lube and I pumped a full 32 oz container into the unit...I expected to see the oil coming out the vent plug at the top but it didn't. I replaced vent plug anyway and went to replace the drain plug, but when I removed the pump nozzle from the drain hole, the oil started running out quickly. I got it sealed with only a couple of ounces leaking out, but does this indicate a bigger problem?

Right before doing this, I had the lower unit off to change the impeller and then had a minor issue that required me to remove the sterndrive unit as well...could the lack of vacuum just be due to air being trapped in there? The gasket seal between the two units looked to be in good shape so I don't think that could be the break in the seal, but I'm not absolutely sure.

Thanks...go easy on this newbie.

Putting the plug in the top slows down the out flow but not stop it. Not knowing what the flow was could be more then is acceptable. Only thing that could cause this is pressure build up or a leak in the casing. You may want to do a pressure test, but if anything else you need to keep adding lube until it comes out the top or you see it coming out somewhere else.

It takes more than 32 oz (mine I think is 35-36). And no, the oil still comes out even with the vent plug in. Will probably come out faster if you don't have the drive all the way full.
