lower unit install after replacing water pump

I replaced the waterpump and impeller in my 1988 150 hp merc. I am about to reinstall it. I had the shifter in forward when I took the lower unit off. I have replaced the pump. I went to check to make sure the lower unit shifter was in the forward position. In nuetral the prop spins freely but in reverse and forward it will not spin. It will rachet the opposite way but sill not spin the other way. Should I be able to spin the prop in forward gear and rotate the engine shaft?

Yes, you should be able to turn the unit that way some times with a new impeller it take a little pressure make sure that you don't have a imp. blade under the pump hsg. first
