lower unit help

Hello everyone! I just bought a boat from a divorcing couple for 50 bucks
Its a 74 arrow glass cougar with trailer and a 73 65hp mercury with a hydralic trim. i got the boat home and started cleaning and noticed that if i spin the prop by hand it makes a clicking noise.. the throttle cable is broke and now i am wondering if the lower unit is bad?

No, it,s OK in fwd. gear it rachets

I always thought if in gear prop shouldn`t move. if i turn flywheel by hand the prop should move and not stop if i put my foot on it ,is this correct?
