Lower unit gear replacement

Just wondering if it is a hard job to replace the forward and reverse gears in my lower unit, and if it takes special tools. Its for a 2.3L cobra outdrive.

Yes, there are several special tools needed, and without those special tools, it's impossible to change the gears and expect it to last.

You might also consider an SEI drive and kit.
